As of this writing Chelsea FC is facing a similar investigation. An additional consideration is that the club self-reported a pattern of long-standing financial irregularities to the Premier League and the Football Association (FA). The investigation focuses on possible violations involving money paid to third-party intermediaries and agents. In short, it looks at investments into third-party ownership of players. The club now has a total of 74 charges against them. These charges primarily target actions taken during the 2010/11 through 2015/16 seasons.
The investigation has focused on a number of high-profile player transfers as examples, including those of Eden Hazard, Samuel Eto’o and Willian. Chelsea’s ownership group, BlueCo, uncovered these potential violations during their due diligence process prior to purchasing the club in May 2022. During their investigation, they found that hundreds of millions of pounds in payments had been reported wrong. Consequently, the financial statements filed to regulators are now up in the air.
Club’s Self-Reporting and Cooperation
Chelsea FC has taken steps to get ahead of the financial nonsense. In a show of transparency, the club voluntarily self-reported the violations just days after closing on its purchase. In July 2023, Chelsea reached an agreement with UEFA. They accepted 8.6 million of penalties (€10 million) for “failing to disclose financial information” during the reign of former owner Roman Abramovich.

Historical Context and Impact
The charges against Chelsea are from all the way back in 2011, including all financial mismanagement since Abramovich took over the club. The discrepancies primarily relate to transactions that took place during a period marked by significant spending in the transfer market.
That inquiry formally began in July 2023. At the same time, it has ignited a fierce scrutiny of Chelsea and the financial practices of English football. Richard Masters, the chief executive of the Premier League, said they were looking into the past financial practices at Chelsea FC. Obviously, the league is treating this extremely seriously.
Yasin Patel commented on the situation, stating, “Today’s news is frankly unsurprising, as the investigation into Chelsea regarding financial reporting and irregularities has been ongoing since the summer of 2023.”
Chelsea FC has voluntarily submitted to independent investigations into its financial reporting. They determined that the differences identified would not have changed their ability to comply with Financial Fair Play regulations.
Future Implications
Despite facing serious allegations, sources indicate that Chelsea FC is unlikely to face a points deduction as a result of these charges. The club’s decision to take the initiative to self-report, coupled with its full cooperation with any investigation, will likely soften any punishments.
