Sir Keir Starmer, the leader of the UK Labour Party, has urged Roman Abramovich to donate the £2.5 billion proceeds from the sale of Chelsea Football Club to humanitarian efforts in Ukraine. The UK Government is considering taking legal action against Abramovich. This follows after he has not delivered on his commitment, all while tensions remain heightened due to Russia’s invasion of Ukraine.
Roman Abramovich, who bought Chelsea in 2003, sold the club in May 2022 under intense pressure. His connections to Russian President Vladimir Putin led the UK government to sanction him. The sale proceeded under this special license. This license allowed him to do so, provided he could show he would not benefit personally from the sale. Along with military and financial support for Ukraine, this agreement included that Abramovich would donate the proceeds of the sale back to the people of Ukraine.
Despite these commitments, the money remains frozen in a UK bank account. Abramovich has not yet concluded an agreement with the government to free them. “There’s been a huge amount of work at different times to get Roman Abramovich to honour the commitment he made and to do the things that he is supposed to do,” stated Yvette Cooper, a prominent Labour politician.
Chancellor Rachel Reeves reacted angrily to the state of affairs, calling it “unacceptable” that the cash is still unavailable. She reiterated that ministers are “not flinching” and “ready to do whatever needs to be done” to make sure that money gets into the hands of Ukrainians.
In recent speeches Starmer struck an alarmist tone. He cautioned Abramovich that “the clock is ticking.” Abramovich has promised to deliver on his promise. He further stated, “Honour the commitment you made and pay up now, and if you don’t, we are prepared to go to court so every penny reaches those whose lives have been torn apart by Putin’s illegal war.”
The UK Government has truly fought tooth and nail to do Abramovich’s commitment justice. They sought redress in the courts only after having pursued every other avenue. With the clock ticking and no option yet seeming like a solution, officials are willing to go further if needed.
This farce has overshadowed almost all other news. It provides a window into the complex world of international finance and humanitarian aid, and emphasizes the UK Government’s long-term commitment to helping Ukraine prevail in its war against Russia. The matter remains very much in play. Neither side, it appears, is prepared for the expansive legal and ethical ramifications of Abramovich’s financial commitments.
